增加内容关闭功能，帖子设置后，显示内容关闭，无法回复。

增加ip库，分为IP地址和IP段，主要是各搜索引擎的蜘蛛和一些需要屏蔽的IP，用于统计时排除库里的IP。

ip_flag=1-ip，3-ip段

ip_sort=1-蜘蛛，2-屏蔽ip
